Based on paragraph 14 of the control rules (approved by the Government Decree No. 1367 of 12.12.2015), under Part 5 of Art. 99 44-FZ, if the information posted by the Customer passed control over all established conditions, then it is subject to placement in EIS within one working day from the date of the direction of the object to control. The control unit, in turn, puts a mark on the conformity of the directional data within 3 working days (paragraph 11, 12 of the Rules).

If the directional information does not comply with the established requirements, the Customer will receive a protocol on the inconsistency of information; Plan-schedule, procurement plan, notice, project documentation, etc. - Information facilities that are subject to mandatory control in accordance with 44-FZ (part 15 of the Rules).

Documents will not be placed in a single information system until the customers do not fix all the disorders and the successful re-control procedure will not.

Control bodies should form a mark and indicate the organizations identified inconsistencies, in connection with which the object is not subject to the placement in EIS, within three working days (paragraph 11, 12 of the Rules).

They will start acting from 01/01/2018 for organizations leading procurement activities at the federal level. From 01/01/2019 the work of customers of the regional and local levels controls the treasury. It checks compliance:

  • financial support volumes that are indicated in terms of procurement, information that are approved and communicated to the Customer;
  • financial indicators in the planning documents monetary parameters in the notice and documentation.

Also, the Office checks the contracts that are sent to the winners with the data, which are contained in the final protocols. In the register of contracts, the controllers will search for non-stalks with contract terms.

While the information does not check, it is impossible to place it in EIS. Therefore, carefully check everything that publishes.

Where to see the protocol of non-compliance on the purchase site

The responsible executor of the Customer's organization can find it in the Registry and in the Personal Account, as well as in the open part of the Unified Information System.

What to do when receiving

If the scan of planning documents (procurement plan and schedule) is not completed and the information presented in them does not meet the requirements of Part 5 of Art. 99 44-FZ, the customer will receive a corresponding notification about this - the protocol of inconsistencies for the 44-FZ registry record.

If the violations touched the notice, the Customer will also receive a protocol with the reasons for the inconsistency and permanent violations. The status of notifications in the EIS will be automatically changed to "control is not passed." The control documentation can be viewed in the notice card in the "Procurement Documents" tab.

To place the contractry registers in which violations were discovered during control activities, it is necessary to eliminate all the errors specified by the controller, and send documents for the re-verification procedure.

How to check the information that the Customer places in Eis

What customers were under control of EIS

Subjects of control Government of the Russian Federation recognized:

  • federal budgetary institutions that conduct procurement according to the rules of Part 1 of Article 15 of Law No. 44-FZ;
  • federal autonomous institutions, federal state unitary enterprises that conduct procurement according to the rules of part 4 of Article 15 of Law No. 44-FZ;
  • federal state unitary enterprises that make purchases from the federal budget subsidies to capital investments in federal property facilities or the purchase of property for the state.

Who monitors EIS

The information that Customers publish in EIS is verifying the Federal Treasury, the financial authorities of the constituent entities of the Russian Federation and municipalities, the management bodies of state extrabudgetary funds (part 5 of Article 99 of Law No. 44-FZ).

How to find out your control body? The control body that will check your document, look at the document card in the EIS. For example, if you have already formed a procurement plan, go to the document card. In the context menu of the procurement plan, click on the "View". What information is checked by controllers in Eis

The controllers check the information provided by the procurement plan, the procurement schedule, notifications, contract projects, as well as the information that the Customer sends to the Contract Register. The control also includes information about the amount of financing and the identification code of the procurement. If the customer has made changes to the listed documents, the adjusted information will also be checked.

At the same time, the controllers will check only the information that the Customer published after January 1, 2017. For example, a procurement plan and a procurement schedule for 2017, which the customer posted in December 2016, will not check. However, if the Customer will make changes to the schedule already in 2017, the adjusted document will fall on control. This is due to the fact that part 5 of Article 99 of Law No. 44-FZ and Resolution No. 1367 entered into force on January 1, 2017.

How long the treasury conducts financial control

The validity period is one working day if the information that is verified meets the requirements of control. If the requirements are not fulfilled, the customer is guided by the protocol, which indicates violations.

How to control in Eis
