View the post "Chinese business seizes Baikal". Chinese tourists run wild on Olkhon Not investment, but expansion

The emergency happened back in July 2017, but the authorities are still trying to hide this information.

In the Olkhonsky district, local residents continue to discuss the emergency that happened in the last days of July 2017. At the same time, the regional authorities, through the security forces, are taking all measures to ensure that information is not disseminated.

Let us remind you that on July 29 the third ferry to Olkhon “Semyon Batagaev” was out of order. The breakdown occurred in the midst of the tourist season, as a result of which the queue to the island instantly grew to 700-800 cars.

Considering that the Dorozhnik ferry carries only local residents and regular buses, only the Olkhonskiye Vorota ferry remains for tourists. Tourists stuck in line for several days, in the heat and without any service, naturally, were nervous and tried by all means to get on the ferry.

Antonina Sizikova, the daughter of the captain of the ferry "Olkhonskiye Vorota", helped the sailors arrange cars on the ferry. According to the rules of transportation by ferry, cars are placed first, and only then pedestrians are launched. These are obvious security requirements.

However, just as the cars began to load onto the ferry, a huge crowd of Chinese tourists, who arrived in several buses, literally took the ferry by storm.

Recall that the Chinese hotels located on Olkhon, back in 2016, made a rather convenient way of transporting tourists from the Middle Kingdom. Large buses bring them to the mainland of the ferry, tourists cross the strait on their own, and on Olkhon they are met by minibuses belonging to hotels. As a result, Chinese tourists practically do not linger on the ferry, since there are no restrictions on the number of passengers on the ferry.

The crowd of Chinese, rushing onto the ferry, actually blocked the passage of cars. Antonina Sizikova ordered not to let the Chinese people in until all the cars are loaded. In response, one of the Chinese began to beat her with a stick, followed by the rest of the Chinese began to beat her with their fists.

The captain of the ferry, Sergei Sizikov, came down to help the girl. However, the Chinese beat him too.

The beating of the girl took place in front of a police patrol who ensured safety at the ferry crossing. Subsequently, the police, when asked why they did not intervene in the fight, coolly replied that their task was to ensure order on the shore, and not on the ferry.

Immediately after the incident, Sergei Sizikov was fired without explanation. He has worked on the ferry for 38 years, from the very first ferry designed for two cars, and is considered one of the most experienced captains on Lake Baikal.

For all attempts of the Sizikov family to file a complaint with the police, their actions are blocked by the authorities. The family is also intimidated by the owners of Chinese hotels, who do not need publicity. The situation is completely incomprehensible, as well as the general actions of Chinese tourists on Lake Baikal.

The fact is that the Irkutsk region does not receive a dime from the influx of tourists to Olkhon. The hotels are owned by Chinese citizens and are designed like garden houses. Tourists pay for transportation, service and accommodation directly to the hotel owner's card, thus, the entire flow of money passes by the Russian budget. Meanwhile, Chinese tourists feel like masters on Olkhon and regularly fight with local residents. By the way, the hotel charges about five million rubles from one group of Chinese. No taxes are paid.

The situation is aggravated many times over by the fact that there is only one (!) District policeman on Olkhon. On an island with an area of 730 square kilometers, a population of about two thousand people and hundreds of thousands of tourists a year.

The illegal construction of a hotel in the water protection zone did not in any way affect the general problem of this once strong industrial settlement. This conclusion can be made by reading the Christmas photo report from the tourist "Mecca" of Irkutsk, prepared by the editorial staff of the site babr24.com .

“The word“ Mecca ”is deliberately put in quotation marks. Mud, snow-covered sidewalks, illegal trade in omul prohibited for fishing and sale, drunken Chinese tourists, complete absence of parking lots and normal roads - this is the portrait of modern Listvyanka. You can "rest" here only in a very drunk state. What the so-called tourists do. There is no police, no authorities - complete freedom " , - Irkutsk colleagues explain.

Recall that until the beginning of the 20th century, the village was called Listvennichnoye. It got its name from the larches growing on the nearby Larch cape(it is also being actively mastered now), but the simplified slang has done its job. Under his influence, the official name was changed to Listvyanka. It is located on the right side of the source of the Angara River and stretches to the northwest along Lake Baikal (Listvennichny Bay) for 5 km.

The year the settlement was founded is not known for certain. In the local history literature, there is a version that the first Russian hut of an industrialist Roman Kislitsyna was built there in 1725. Almost 300 years ago, the main occupations of the inhabitants of Listvennichnoye were crafts: hunting and fishing. From there they went on scientific expeditions Benedict Dybowski and Bernhard Petrie, many outstanding researchers of Baikal lived and worked here. And the most important enterprise of Listvyanka was the shipyard (former ship repair shops of the Baikal ferry crossing). Many ships of the Baikal fleet were built on it, as well as the famous ferry-icebreaker "Baikal" and icebreaker "Angara". All these objects are now abandoned, but hotel of the former mayor of Listvyanka Tatiana Kazakova, convicted of a number of serious economic crimes in 2008, is still the most prominent target.

“They say that according to the project it was supposed to be three-story. At the command of the owner, the hotel was built on without changing the structure of the foundation. And it's still not entirely clear where the sewerage from this hotel flows. " , - informs babr24.com.

However, in ten years there have been many more such objects. Even the head of the Listvyanka administration does not know how much exactly. Alexander Shamsudinov.

“We have no relation to the sale of private land and cannot influence the owners. I know that on paper these are residential buildings, but in fact they are commercial properties that are not officially registered anywhere. And all because in Russia citizens of other states have the legal right to buy land (except for farmland). "

According to a local social activist Julia Ivanets, active buying began two to three years ago:

“I drew attention to the Chinese pavement signs. Unfortunately, I do not speak Chinese, and I did not understand what the inscriptions were about. And when they already began to translate, people were horrified. Guides also tell tourists that Baikal is the northern sea of the Chinese, where their tribes used to live, and the territory temporarily belongs to Russia. Second, the Chinese are confident that by the end of 2020 the purchase of land on Lake Baikal will gain even greater momentum, since there is federal law 473 "On the territories of advanced socio-economic development of Russia (TOP)."

Not only social activists are very concerned about this situation. Deputy of the State Duma of the Russian Federation, chairman of the interfactional working group "Baikal" Sergey Ten reported that in 2018 the Chinese predict an increase in the number of their tourists to the Irkutsk region up to a million people a year. The very fact of buying up land on Lake Baikal by Chinese entrepreneurs in an interview irk.ru he called "blatant" and noted that the State Duma began to discuss how to improve legislation for Chinese and Russian entrepreneurs.

« Let's just say, that is, on the example of just Listvyanka alone. Today no one will answer the question of how many Chinese hotels operate on the territory of Listvyanka, but only three of them work legally. (...) At the same time, the number of land plots sold to Chinese citizens that are actually on the shore of Lake Baikal in Listvyanka is about 37, in my opinion, or 40» , - said Sergey Ten.

But Irkutsk correspondents, who recently visited Listvyanka, testify:« Listvyanka is hundreds of hotels... Mostly illegal. " " The Chinese are everywhere. There are thousands of them. Thank you for not millions».

Omul mountains were found in retail outlets. The caviar of this fish, which is forbidden to be caught, is also on free sale. This means that the omul was caught during the spawning period.

"What is good for the Chinese, is bad for Baikal" - this was the slogan of a rally in Irkutsk.

In recent years, Chinese business has been actively exploring Lake Baikal. They buy up plots on the banks, build commercial facilities, cut down timber. In some places - for example, in Listvyanka or on Olkhon - the inscriptions in Chinese are no less (if not more) than in Russian .... jpg "alt =" (! The local bureaucracy favors guests. And if the interethnic conflict is not yet burning, then it is already clearly

But all this may be just the beginning of the "Chinese development" of the sacred lake. In March, Russian Prime Minister Dmitry Medvedev signed an order to reduce the nature protection zone of Baikal by a factor of 10 at once. Pandorra's Box is open. What now awaits Baikal, which is already seriously ill and suffers from pollution, deforestation and buildings along the banks?

Concern for the fate of the great lake led on May 22 the caring residents of Irkutsk to a small rally near the Trud stadium. In the pouring rain, people shared their experiences ... In addition to the residents of Irkutsk, the residents of Listvyanka also came to the action with stories about how the village is being taken over by Chinese construction, and those local residents who oppose this are being pressured .. jpg "alt =" (! The defender of Lake Baikal, Irkutsk activist Olga Zhakova believes that it is not the Chinese who are to blame for the current situation, but Russian officials, who resignedly (and, probably, not disinterestedly) "surrender" the shores to them.

“In fact, now only our environmental prosecutor’s office is in defense of Baikal, which constantly sues in order to“ recapture ”the plots.- Olga told Aktivatika. - For example, she tried to stop the illegal construction of a Chinese hotel in Listvyanka. The district court was won, but the regional court overturned this decision! The construction is carried out in a barbaric way, with blasting operations on the slopes. Listvyanka treatment facilities cannot cope with the flow of new construction ...

Another case in Listvyanka - the owner of the doll museum began to write complaintsto a Chinese hotel under construction next to the museum. So, as a result, the museum, which had existed for 20 years, was closed - allegedly it worked illegally. And the owners were fined! But the construction of a hotel on a site not intended for this turned out to be legal. They have such a scheme - first they build, and then they legitimize. "

"Vesti Irkutsk" a month ago talked about the scandal with the closure of the museum of dolls - but for some reason they kept silent about its possible background ...

"The Chinese have invested 18 billion rubles in mining in Buryatia- continues Olga. - Now that the protected zone of Lake Baikal has been reduced, nothing will prevent them from doing it. In addition, there were no obstacles for the development of the Kholodninskoye field, which the former State Duma deputy Slipenchuk has been lobbying for a long time ... Since the governor was replaced in Buryatia, the situation around Lake Baikal has deteriorated sharply. I think that the governor of Buryatia Tsydenov and the Minister of Natural Resources of the Russian Federation Donskoy are primarily responsible for what is happening. True, now Donskoy's powers have expired. Let's see what will happen next".

In just three days, the defenders of Lake Baikal collected several thousand signatures for the return of the lake's buffer zone to its former borders.

“The Chinese politician has traveled to Siberia. He is asked about his impressions.

Irkutsk is a beautiful city. Krasnoyarsk is a beautiful city. And we will leave Omsk to you ”.

Once they laughed at this anecdote, but now they almost cry. Residents of the tourist village Listvyanka on the shore of Lake Baikal wrote a petition to Vladimir Putin asking him to protect him from Chinese expansion. As if businessmen from the Celestial Empire have already bought out a tenth of the local land and are building them up with hotels. The entire village is pasted over with ads with hieroglyphs, and the guides tell tourists that Baikal is the northern sea of the Chinese, where their tribes used to live, just temporarily belongs to Russia. Correspondents of "KP" understood the situation.

"Baikal belonged to the Celestial Empire 200 years ago"

“Two Chinese people do not hesitate to hang a banner on the fence,” writes Evgeny Kravkl, director of the author's song theater on Lake Baikal, on his social media page. - With this scene a year ago, the struggle of local residents against the future of the Chinese enclave on our land began. The ad contains the so-called quar code. Chinese tourists point their smartphones at him and get a complete database of the plots that can be bought on Lake Baikal. We didn’t immediately guess what was happening ... ”.

Listvyanka resident Yevgeny Kravkl: "Omul has been banned from fishing and the locals can only sell their lands"

And it’s true. Already at the entrance to the tourist village, next to the cemetery, one can see the walls of, probably, the future Chinese hotel. They strive to raise a dozen foreign workers as a reinforced concrete monster.

What will happen here? - we are trying to establish international friendship with one of the builders, but he is hiding in the corridors in English.

We go further and after ten meters we see a huge banner in Russian and Chinese languages "Land for sale". Immediately another sign beckons to a Chinese restaurant, from which a crowd of tourists emerge with ice cream in their hands - almost like native Siberians!

Isn't it cold for you to eat ice cream? - we ask, and we hear a burst of laughter in response.

I suggested it to them, - admits the Chinese guide, who has been working in our area for the third year already. - They came from the south of China - from Guangzhou. In winter, tourists are mainly from there, and in summer from Hong Kong. My fellow countrymen miss the snow and ice. There is no ice in Listvyanka yet, so I thought that I could compensate for this with ice cream.

Do you like living conditions?

You can live! Of course, worse than we have in China, but better than it used to be here.

While we were talking, a tourist bus passed by. There was no doubt that she was carrying passengers from Asia. We say goodbye to some guests from the Middle Kingdom and set off in pursuit of others. Surprisingly, the bus parked next to ... a Russian hotel. Who then stops in Chinese?

Where are the guests from? - we ask the guide.

From the province of Wenzhou, - he tries to explain himself in broken Russian. - Do you know? South of China.

A Chinese man in Listvyanka: "All our people know their history ... about Baikal"

And who came? Businessmen?

Yes, businessmen, retirees, students. They will rest here for a week, look at the snow.

What do you tell them about Baikal?

That it belonged to China 200 years ago. But they already know our history.

Buying land for houses, and building hotels

That in Russian hotels, that in Chinese - the living conditions and prices are the same. We were convinced of this when we crossed the threshold of the Asian hotel. Although how to say Asian: the name is Russian, the building was built of wood in the best Russian traditions, and the cuisine is European. Only the interior gives out the Chinese owner: paintings with landscapes of the Middle Kingdom, hieroglyphs at the reception.

Doctor from Ust-Ilimsk Denis Matveev: "Let the Chinese build hotels, but ours will work in them"

I am satisfied with the rest, the conditions are comfortable, I have been coming here for more than a year. Maybe the Chinese have made their eyes callous to the local population, but they don’t bother me, ”Denis Matveyev, a general practitioner from Ust-Ilimsk, surprised us.

"Got it" is not the right word. In Listvyanka, there is only talk about the invasion of foreigners. We went to a local museum, and there three employees, like conspirators, are discussing an accident, which was arranged by a Chinese.

Do you remember the accident on Ostrovskaya? Rushing in a truck, sees no one. He crashed and says that he is not to blame. But the police came and ruled that they were to blame.

Well, he didn't press people on purpose.

All the same, the impudent Chinese. Don't you know how they block the street with their suitcases and don't react when you signal them ...

Were there any skirmishes? - we interfere in the dispute and say that we are from the newspaper.

Lidia Korovyakova, math teacher from Listvyanka: "Every second inhabitant has cancer"

So far, it has not been, - answered the teacher of mathematics from the local school Lidia Korovyakova and explained the situation in the village. - The main problem is this: the Chinese are buying land for individual housing construction, and they are building hotels. At the same time, they dig up all the earth, open up the mountains. But in no case should this be done! Radon radiation emanates from under the layers of rocks, and therefore every second inhabitant here has cancer. I've been living here for 20 years and haven't picked a single branch in the forest. And for foreign businessmen, the main thing is money. It doesn't matter how they are earned. Again, there is no central sewerage system in the village, and the hotel is located 15 meters from the coast. And where will all the drains go? To Baikal!

The answer, how much land was purchased this year, was given to us by the administration. It turned out that the local authorities had nothing to do with the sale, since they had no vacant space in their property.

We have no relation to the sale of private land and we cannot influence the owners, assures the head of the Listvyanka administration Alexander Shamsudinov. - I know that on paper these are residential buildings, but in fact they are commercial objects that are not officially registered anywhere. And all because in Russia, citizens of other states have the legal right to buy land (except for farmland). During this year, Chinese citizens purchased 27 plots in Listvyanka. However, we do not intend to close our eyes to this, and sent an appeal to different structures. Our main goal is to bring the Listvyanka business into compliance with the law.

P. S... The day after our trip to Listvyanka, Yevgeny Kravklyu, director of the Author's Song Theater on Lake Baikal, published a new post about the fight against illegal construction by Chinese businessmen: “Two hours ago, a detachment in uniform and with machine guns arrived at the illegal construction site. It looks like riot police or the FSB. The arrival was sudden. I am pleasantly surprised by the decisiveness of the security officials. According to eyewitnesses, attempts to counter the Chinese hard workers were sharply suppressed. After a while, a team of electricians drove up here. Obviously, to disconnect the construction site from the network. "
